h1 upgrade to 20k必須要用Premium嗎？

按照pdf文件upgrade的第4條要求：
(4) if premium processing was not already requested, the “upgrade” must include Form I-907 and the $1,000 fee.
是不是upgrade from 2006 quote back to 2005 20k quote的都必須Premium?
我的律師說PP是必須的。哪位能confirm一下嘛？謝謝
