The only way you can do is to write letters to CIS and DoS with the recommendation from DoS attached every 3 days.
The letter to DoS should be sent to the dividual who signed for your recommendation, and ask him to resend the recommendation to CIS.
I was at the same situation with you. I got the final approval notice after 5 month.
