there is a butten called "New Thread". You can find it on the left upper corner in the main page, for example: the pathway is as follows: ImmigrationPortal Forums > USA Immigration Issues > Immigrant Visas (Green Cards) > I-140 Issues > Vermont Service Center------Then you will find "New Thread" somewhere on the lefthand, and paralle with page-number indicator.
