1. If you can get I-20, you have enough time to change to F-1 from H-1B either in Mexico or Cananda.

2. ESL should be able to issue I-20 for you, but hard to get visa.

3. Seems hard, contact the univeristy admission office. Community College generally doesn't offer graduate program. If you want to study for undergraduate course, they should be able to issue F-1 for you.
