申請加拿大簽證問題?

本人準備到加拿大去旅遊一堂,聽說要申請加拿大簽證.我看了一下申請加拿大簽證的說明(IMM 5256E Applying for a temporary resident visa outside Canada, visiting canada),第11頁提到: Note: If you are from the U.S.A, Greenland, ..., you can apply at a Canadian Port of Entry", 這是不是說我可以在入加拿大關時申請簽證??多謝!!!
