I think that your family members in China can ask the GongAnJu from which you got the lost passport to get copies/documents of your lost passport and take it to the Chinese Consulate here.

Or does the Chinese Consulte have any ideas? I had some bad experience with a Chinese Consulate in Canada. Hope it was a single case.
