NIW 140 approved.I485 question

今天收到140 批準通知。vsc center. Nov. 10, 2004 sent application. 現在準備申請485。批準信上有一段話，和大家平時說的485仍在同一中心有一些不同，所以上來問一下，請相同情況或知道者告之。Below is from the approval notice:

The above petition has been approved. ....... He or she should contact the local INS office to obtain form I-485, application for permanent residence. A copy of this notice should be submitted with the application, with appropriate fee, to this service center.

這裏的"this service center" 是不是指local INS 啊，如果是請問在哪裏找到local INS的郵寄地址，還有一般情況下，local INS 的處理速度比中心速度快還是慢呢。

另外還有一個485表費用問題。我仿佛記得在哪裏看過說485表 instruction上列的fee不對，請問485 現在fee到底是多少?
