H-1B apply before graduation

I am a master student. I finished all the required course for graduation. But now I have not applied for graduation. My school can offer a letter of completion. It will show that I have finished all the classes and now waiting for graduation. I am wondering if I can use that letter to apply for H-1B. Does anyone hear about such case before? How it works? Thanks a lot for your help.
