I don't know. Basically, fingerprints should be taken by authorized personnel who will also sign the fingerprint card. I don't know if there is any personnel who are authorized to do so. Why don't you call US embassy or consulate in China to see if they could do that or not. You can request blank fingerprint cards from FBI.
