H-1B application question

My friend filed I140 NIW (no I485), and got approved one year ago when he was in China, he's still in China, now he's got a Post-Doc position and is going to apply for H1-B, we have one question on "DS-0156 form question 36": Has Anyone Ever Filed an Immigrant Visa Petition on Your Behalf?

Is that a YES or a NO? should we answer YES and give the lawyer's name?
