degree equalency 需要提交for H-1B?

Hi, all

My friend is a Ph.D from China. He is applying for H-1B. But he was just told that a degree equalency statement and a statement of U.S. employment history are needed. Must he submit to degree equalency statement apply for H-1b visa? But a friend told me that degree equalency statement doesn't need to submit. How to do? Thanks.
