H1B Fed income tax exempt

I looked at Pub 901, page 15, says "An individual who is a resident of the PRChina and who is temporarily in the US primarily to teach, lecture, or conduct research at a university or other accredited education institution or scientific research institution is exempt from U.S. imcome tax on income for the teaching, lecturing,or research for a total of not more than 3 years"

If entered US as F1, and now H1B status, do you guys think will qualify for this treaty?
