By the contents stated in the intent to deny, your submission of I-140 is like a child play, missing so many forms and documents. You missed degree evaluation, you missed to state this is self-petition, you missed ETA forms, you did not address about NIW at all, and many more....( all are basic knowledge you should have known if you do it yourself) Since you need a complete re-write, it's not a bad idea to withdraw and resubmit a complete NIW petition package.
