TOP 3 university, postdoc, 16 publication, 8 first author, 102 citation
8 recommendation letters, 3 from NIH

Reject reason:
not enough citation,
can use LC instead of waiver
They also mentioned my university, obviously they don't like professor to say this is a top university in the recommendation letter.
Even more unblievable: my supervior said I am at a higher level than my peers in the field----they questioned: how Dr.____determin that_____?

I plan to appeal, could anybody give me any suggestions?
