J1waiver not include J2 waiver

I got my J1 waived already. Suprisingly, when I am changing our status, I was informed by INS that the waiver doesn't inclue J2--my dependants'. I am confused. J2 always has to follow whatever J1 changes, does it? If J2 is not included in J1 waiver, what am I supposed to do to waive J2? Want to cry again...
