Actual deploma is not needed

When apply H1B, you just need a letter from the Dean of the graduate school which says you've done everything except obtaining a deploma for your phd program. That is enough for your H1B application.

H1B application for High educational institution is not subject to the limit of quota, so it can be very fast, if you go for the premium service.
