I want to complain because: 1)

Unfair treatment between individuals. My classmate has exactly the same situation but he got it.
2) My school international office doesn't think this has any problem. The new SEVIS regulation stated clearly any transfer terminated the OPT instantly.Plus I wrote to them asking them to cancel my old OPT after I transferred.

The problem of my case is not "using" like someone who got it but didn't find any job. My OPT was terminated. Your way of intepretation will mislead people who have the card while do a school transfer to work illegally otherwise they lose their rights in working for an terminated one-time OPT...

What you wrote is inhumane. Why you always be so cruel to someone who felt helpless? You must be a bloody lawyer...Just hope to charge more money whenever people have troubles...
