You are the one to complain

INS does not give you the OPT for your second master because you applied OPT and got it but you did not use it? Keep this in mind, you won't get the OPT time back even you don't use by INS rules. Even you got another master degree, you could not get another OPT too. You only can get another OPT if you persue a higher degree (that's PhD) and get it. Just go and complain your naiveness.
