when to start counting 90 days

One timing concern here. Since all the supporting materials still need to be mailed after e-filing, when will the INS start counting the 90 days interval before allowing the interim EAD (if at all needed) to be issued? Right after the on-line e-filing confirmation is done or after the supporting documents (as well as the e-photo/FP info) are received by the INS?
