our case almost same as yours except my wife have everything ready when see the VO.

sugeestion:
1.revaliate your H1 since you already have H1 visa stamp on your passport
2.back to china go to see the VO with your wife.She arrange appoint, you do not.but you wait outside the ebbassy.
3.when your wife talk to the VO, if the VO want to see you, then you can get the permit from VO to go in.
4.well prepareall photoes, photo call recoerds, email,letters,etc.also be confident since your marriage is true.
