收到律師信EB3的中印菲485配額將退到1/1/2002，問

今天收到律師的信。說明年一月綠卡處理有變。中國，印度，菲律賓通過工作申請綠卡的EB3類退回到1/1/2002。（注這個日期是優先日期--我的是1/23/03）。

我是在VSC申請的EB3。140，485 8/2003 同時申請，140已批。前一陣看VSC485已經處理到6/2003，剛覺得有盼頭了，卻收到這樣的消息，真是傷心。

所以問大家
1.有誰EB3的，最近起了。priority date 是什麽時候？律師說如果12月底沒批的話就不知要脫多久了。
2.我記得有一陣子485申請不分國家了，律師說明年一月的Visa Bulletin做此變動，。請問大家這個綠卡處理經常變嗎？Visa Bulletin一般多久出一次。

I would like to inform you for the recent changes in green card processing. Last week the DOS released the Visa Bulletin for Jan. 2005, which shows a retrogression to January 1, 2002 in the Employment based 3rd preference category for China, India and the Philippines.

The Visa Bulletin prioprity date chart is the DOS's notice of whether or not there is an immigrant visa number available for any given case. Availability of an immigrant visa number is determined by category of a case, the date it was first filed (priority date). and the beneficiary's country of origin. In order to file (and approve) an I-485, Application for Adjustment of Status, the priority date must be current, meaning that a visa number must be available. Your priority date is 1/23/2003. If your case is not approved by December 31, 2004, you will have to expect additional delays.
