Your understanding is correct. The 90-day rule start day is the date of his most recent entry into US, as recorded on his I-94. Because he changed his B2 status to TN within US, not left US, changing status from B2 to TN within the US does not reset this clock. So, his 90-day rule start day is Jan. 30.
