1：For part 2, item 13. I am yanger than 50 and I can read and understand English, should I keep All ABC empty or no?

-Say "No" to all the three questions.

2：申請綠卡時提交的過錯，現在還需要重提嗎？

-Depends. If you violated the law/rule, such as citated (e.g, got traffic tickets within 5 years), arrested, made a crime, etc., you need to report this kind of records in N-400 even if you had reported them during you applied for green card.
