如果我的I-140已經批準，does she still need to apply for H4 based EDA to work?

-Yes. If she files I-485 later, she can apply for the I-485 based EAD, not have to apply for H4 EAD.

Is there other better way to get work permission?

-No choice before I-485 filing..
