所以如果沒有certificate of naturalization number, 是不可以用美國護照代替申請配偶綠卡的，對吧？

-Just leave the item for the number blank in the I-130 and submit the completed I-130 to see what happen if you cannot get the number on time. If USCIS need the number later, they will send you RFE.
