EAD new requirement?

Started from 12/01/2004, EAD applications should be sent to Chicago service center. I sent my EAD app to Chicago on 12/02, and got receipt requiring me get biometrics taken at local ASC (application support center). Was biometrics taken for the EAD cases filed before 12/01? Thanks.
