十幾年前我給妹妹一家辦了移民申請。Priority date is April 15, 2007. 當幾年前她的Priority date 在Chart B到期時，她並不很想繼續辦理，所以一直拖著。

現在她們一家終於決定辦理移民。In July 2023's Visa Bulletin, the date in Chart A （Final Action) became April 22, 2007. In other words, her priority date is now earlier than the date in Chart A (final action).  

我的問題是：

1. 現在才開始辦（next step is "step 3 Pay Fees"), 還來得及嗎？ 是不是必須在一年內 （i.e., by July 2024) 她必須得到簽證Approval (或 完成 Step 11 applicant interview)?  

-Did NVC ask you to submit the documents before when the prority date was current based on B Form a few years ago? If yes, you need to contact NVC to see whether the case is still open at NVC. If yes, then you can continue to submit the documents and pay the fee.

2. Are there any deadlines for her based on her priority date?

-Yes. You need to provide the documents and pay the fee within one year from the date NVC ask you to do it. That is why I suggest you to contact NVC to see whether the case is still open there because NVC asked you to do it a few years ago.
