I forgot to say that when I submitted I-130 for them in 2019, I was told to leave the Part 4 for beneficiary for applying the adjustment status in USCIS office or applying the visa abroad since my brother lives in HongKong noted in the physical address and my sister lives in China noted in the physical address. I went on the USCIS website and NVC website in 2019, both indicated that the approval petition would automatically be forwarded to NVC once it is approved by USCIS. I have not paid much attention after submitting the I-130 because I thought it would take a while to get the notifications.
-NVC will contact you and send you instructions. Then, you just need to follow the instructions to provide aht NVC ask for. NVC will not contact you until your prority date is current which still takes about 9 to 10 years from now on.
Today I went on USCIS to check for applying I-130 in case any changes, now there is a new update on the special instruction that Part 4 for beneficiary to choose one option either applying the visa in USCIS or applying in abroad. This change was done after I submitted I-130s. This may be the reason why I received this notice for filing I-824. My confusion is that if I filed I-824 as instructed, how would NVC know that they are applying abroad if USCIS/NVC does not take the physical address as the applying abroad default request.
Please help to see the attached image for the approval I-797. Please advise what I should do. Thanks a lot.
