How to pack I-864 form and documents

8老師,

 The primary sponsor or joint sponsor should put all the form and supporting documents in their own envelop, seal and sign over the envelop flap, otherwise USCIS will not accept it? 

Or just glue the flap and sufficient?  Thanks.
