再次請教8老師 before or after 10/15 （public charge rule）

-She needs to provide all of the required documents at the same time. There is not difference whether she applies for the green card before or after Oct. 15.

多謝！我以為如果申請材料郵寄出去， postmark在10/15之前，就按老政策； 否則按新政策辦。 這個理解是錯誤的嗎？
