I paid IV fee, there is transaction ID number on the invoice letter, is this  number is beneficiry ID?

-No. Check the NVC Welcome Letter and the invoice carefully to see whether you can find it. If no, call NVC and possibly you may not need that number anymore. So, just contact NVC.
