-You had better  schedule an Infopass appointment at the USCIS Field office where you were interviewed or which has jurisdiction over your place of residence. At the Field Office, they will be able to confirm what happened to your green card. Maybe your green card was delivered to an old address and the new tenant mailed it back to USCIS. In this case, USCIS would have a record of that.

If they have enever mailed the green card out to you, jsut ask them to issue a statement to you and then, you don't need to pay the any fee for the new I-90 filing by prividng that statement.

Otherwise, you need to pay the fee including biometrics fee for the new I-90 filing.
