幫一個外國友人問的，TA是英國人， 居住在委內瑞拉，在填表時填了委內瑞拉。現在委內瑞拉不提供豁免證明。有事麽辦法可以更改DS-2019？ 可以用英國的豁免證明申請嗎？謝謝
-If he is not a permanent resident or citizen of 委內瑞拉, possibly it may work to get the letter from British Government. Just try to see what happen.
