子女還可以給老人申請探親或者綠卡嗎？
-Yes. The person was subjected to 3-year bar due to his/her overstay for > 6 months < one year. Because he/she has been in China for > 3 years, the bar has been removed automatically. So, technically she is qualified for entering US using B2 visa or immigrant visa. If he/she has some problem to get B2 visa, he/she can apply for  the immigrant visa under his/her US citizen kid.
