我友，在美國工作二年(under h1b)，然後回國工作。現在在美國同一地區有一同類工作offer。是否不再占用h1名額，可如同美國國內換工作類似？
-The answer is "Yes"! He/she just ask the employer to file an H-1 petition for him/her and send the approval notice to him/her after it is approved, then he/she can use it to apply for the H-1 visa to enter US to work.
