You can only get one year total for OPT during your stay in US upon my understanding. If you burn it all, you cannot get it again even after you get another college degree. You may not terminate your OPT by transferring to another college. Yes, you have to wait for working until Oct. 1 because your H-1B starts from Oct. 1.
