比如我媽媽2018年9月回來美國，我可以在她一回來後再次幫她提交回美紙申請嗎？-Yes. Enclosed the unexpired reentry permit (old one) with the I-131 filing.

-Right if it does not expire yet when you apply for a new reentery permit by filing I-131. If it expired when you file I-131 for revewal, you do not need to return the expired reentry permit.
