8老師，你好，J1轉F1被拒，理由是：

1. I-20開始時間超過J1到期30天。

J1是8月底結束，I-20是8月20日開始。

移民局的信說I-20是1月10日開始。

2. J1有2年服務期，沒有得到豁免批準。

已經申請豁免得到通過，在申請轉F1的材料清單裏包括有這份通過的文件。

3. 上訴一般要多久有決定？
-Case by  case, so it is very difficult to tell how long, and most of the time it takes more than 6 months. Because you are still under J-1 status, I suggest you to file a new I-539 to change your J-1 to F-1 now, instead of filing I-290B for Motion to reopen or appeal. Talk to your school to issue a new I-20 if you want to file a new I-539.

上訴期間可以停留美國？-Yes. But if it is denied, your unlawful presence will be counted from the date when your J-1 expires.
