So we just ignore "not eligible for adjustments in USA" in I130, and go ahead to file I 485?

-Yes. As I said, Your spouse is eligible to file I-485 in US after her F-1 status was reinstated. So, she can file I-485 in US if the I-130 priority date is current when you are a green card holder. If you are a US citizen, she can file I-485 any time.

USCIS transfer the case to NVC and ask to interview at overseas.

-Ignore it. Just file I-485 within US(see above) unless she is outiside US now.
