Questions about citizenship N-400 form, please help

In Form N-400, Have you ever not filed a Federal, state, or local tax return since you became a lawful permanent resident? If you answered "Yes," did you consider yourself to be a "non-U.S. resident"?
I have no income, so I did not file any tax. So I need to answer Yes to the first question (not filed tax), I also need to answer No to the second question (not consider myself to be a "non-US resident"). Is that right?
 

Since I did not file tax and answer yes to the first question. I need to write down to explain that "I have no income so I do not need to file any tax". Is that right?
