本人是公民，能不能為在美國黑了身份的兄弟姐妹辦理親屬移民？或者讓我母親在成為公民之後，來辦子女移民？

-You or your mother may file I-130 for your brother/sister, but your brother/sister can not file I-485 within US to get the green card due to their unlawful presence. But  after the I-130 is approved, it is possible for them to apply for waiver by filing I-601A though it is not easy to get the I-601A approval. If the I-601A application for waiver is approved, then they can go to China to apply for the immigrant visa when the priority date is current.
