The child has to leave US (e.g. go to Mexico or Canada), and reenter US using the F-1 visa in advance up to 30 days before the semester begins (i.e. before the I-20 becomes efffective). No choice! Bring the I-20 and any related to F-1 student documents when leaving and reenthering US.
