請教8老師: consular processing過程中，交了IV fee之後多久能收到NVC welcome letter？

8老師您好，我現在在consular processing階段，剛剛交了IV fee,請問何時能收到NVC發給我的NVC welcome letter的email?

我現在居住的國家要辦無犯罪證明，必須要一個notice from NVC requesting the police clearance. The notice should include the case number and the applicant's name.

請問這裏說的這個notice就是NVC welcome letter吧？我還有倆月就要離開這個國家了，急需這個notice好在離開前辦好無犯罪證明。

有人說交了IV fee以後NVC不會主動發什麽notice,就靠申請人主動填DS-260和submit supporting documents. 不知是真是假。這情況我根本無法獲得無犯罪證明啊。這該怎麽辦呢？
