1. Depends on what kind of visa status you are right now, from 0 day to 2 months.
2. F1 must be applied by sponsor (School mostly), you cann't apply F1 by yourself.
3.File I-140 immediately, that will take at least several months, you can stay in US legally during that period.
4. Most likely you case will be transferred to Beijing (not Hongkong) and that will take much longer to get final approval.
