麻煩8老師看下，這樣的雇主信行不行

信的最後一段是這樣寫的：

This employment is full-time and "at-will".  Mr.xxx（本人名） is in good standing with the company and it is xxx's(公司名) intention to continue his employment with our company in the same capacity of a xxx（職位） Engineer.

請問8老師，這樣的表述算不算 “they will pay you prevail wage as indicated in PERM/I-140”？ 不太明白“AT-WILL”的法律涵義。
