朋友新加坡人，旅遊來美國，得到美國一個大學的9月入學碩士錄取，請問：
 

1，可否在加拿大或者墨西哥的美國大使館簽證？

什麽時間簽證，可否提前？現在是否可以？
-You only can enter US in advance up to 30 days before the I-20 is effective (semester starts) using F-1 visa.

2，如果在新加坡簽證，是否現在就可以？
-Same as above answer.
