回複：申請H1-B一定要先申請Laber Certificate嗎?

 有一朋友想申請美方公司讚助的H1-B工作簽證.有的律師說一定先要辦Laber Certificate有的有說不要.到底誰是對的?
  -It is not Labor Certificate which is for permanent worker (green card) applicant, but labor condition application (LCA) which is for temporary worker (e.g. H-1) applicant.
