Case(NIW140 vsc)back to 2002

I submitted NIW 140/485 vermont 12/2002,I have been waiting for I140 almost 2 years!
I do not know what is happening to vermont,Why the old case(10/2002-3/2003) did not even move?
Anyone is the same boat? we can share the information.
