請教8老師: form i-751 - 是否需要準備 Affidavit Sworn

幫朋友問， 準備申請green card remove condition - form i-751,

evidence of the relationship -
item 5：  Affidavits sworn to or affirmed by at least two people who have know of you since conditional residence was granted and have personal knowledged of your marriage and relationship.

問題1：
請問這個letter是否一定要準備，好像夫婦雙方個找兩個人都認識的簽affidavits， 網上看一些以前介紹申請表 i-751填寫過程好像沒涉及到要準備這4封信。還是這是Option的, 可有可無 ？ Very confuse now.

問題2：
另外因為等2013年報稅結果剛做好，現在距離expire還有1個月（通常是在90天內寄，盡量早）， 是否需要在cover letter 解釋一下為什麽晚遞申請，還是這是OK的。
