The date your PD becomes current is the frozen date of your child CSPA age (your child is qualified for I-485 filing based on your I-485 on this date and you child must file I-485 within one year from this date). CSPA age = your child age when your PD is current - your I-140 pending dates. If CSPA < 21, your child is OK to file I-485.
